What sort of licence do you need to fly a kite?

A bird of prey one,I would think.What an interesting Hobby,though you'd have to be Merlin to stand up to pigeon fanciers,when they see a large on in the sky,and go 'Grrr,falcon'! (Gyrfalcon).
