What are some good inexpensive clothing stores for teenage girls?

I like vintage and bohemian stuff....I'd be like a Spencer and Aria combo (pretty little liars). I shop at forever 21 mostly right now, but I want to shop at other stores too...so what do you recommend? :) also, where is a good place to buy converse for less than $40? I'm on a tight budget!! :( Thankss!! :D
